The TİO Certificate (Taşıma İşleri Organizatörlüğü Yetki Belgesi) is a license issued by the Turkish Ministry of Transport and Infrastructure under regulations that came into force on January 1, 2019. It grants companies and individuals the official authorization to engage in logistics activities involving road, air, sea, or rail transport.
The purpose of the certificate is to ensure that logistics operators provide services in a regular, supervised, and safe manner. Holding a TİO Certificate proves compliance with legal standards, strengthens client trust, and facilitates international trade operations.
TİO stands for “Taşıma İşleri Organizatörlüğü,” which translates as Transport Works Organization. In practice, it means that the license holder is authorized to organize, coordinate, and provide safe transport services.

Applicants must prepare and submit the following documents to obtain a TİO Certificate:
Application petition
Commercial registry certificateconfirming signatories are authorized to represent the company
Criminal record certificate:
For individuals: the applicant’s own record
For foreigners: notarized passport copies
For legal entities: documents for company partners and authorized representatives
For joint stock companies and cooperatives: certificates of board members and chairpersons
Proof of business address(lease agreement or title deed)
The address must match the one stated in the Chamber of Commerce Activity Certificate
Trade Registry Gazette(s)showing company establishment and amendments
Activity Certificateissued by the relevant chamber (commerce/industry), valid for at least 6 months and including: company name, address, registration date, field of activity, capital, and partners
Minimum capital requirement: at least 1,000,000 TL as stated in the Activity Certificate
Professional competence certificate (ÜDY3)within 45 days from license issuance, as per Article 16 of the Regulation
Proof of registration in the electronic notification system
Payment of the license fee(1,389,278 TL for 2025; 1-year license fee: 355,907 TL)
Applications are made to Regional Directorates authorized by the Ministry. These directorates operate in various cities across Türkiye, including Istanbul, Ankara, İzmir, Bursa, Adana, Antalya, Gaziantep, Diyarbakır, Trabzon, Erzurum, Samsun, Sivas, and Bolu.
The full fee in 2025 is 1,389,278 TL
The certificate is valid for 5 years
Renewal must be completed within 540 days of expiry
Renewal fees amount to 5% of the current certificate fee
